I remember that happening to me one time in the states....the tomato plants having blooms by the tonage but no fruit.   I read something from Neil Sperry that helped the next year.  The blooms needed to spread their pollen to pollenate.  If there was not enough wind, could happen because of fences, being in a neighborhood, etc.  the plant would not pollinate properly.  So he said to thump the plants, shake them around a bit to help the pollenization.    Don't know if that is the issue, but it is something that helped us.   Paula
